That recipe looks like a decent mainstream Midwest chili.



Interesting in that it has red wine vinegar and very little chili powder.
Frankly, I'm surprised at the lack of arugula!

Well, if it is Eisenhower there are a couple of chili recipes attributed to him that I know of. Neither one would work for me. One of them doesn't list beans among the ingredients, but calls for adding them during the cooking. Weird.
 
President Eisenhower's Chili
Ingredients
8 med. sized onions, chopped (4 c.)
2 cloves garlic, minced  
2 tbsp. bacon drippings  
2 lb. ground beef  
1 tbsp. salt  
3-4 tbsp. chili powder
3 c. water
 
Saute onions and garlic in bacon drippings in large frying pan or Dutch oven for 10 minutes; add ground beef; cook, breaking meat up with a fork until it loses its red color; stir in salt, chili powder and water; simmer 45 minutes. 2 tsp. ground cumin 2 tbsp. flour 2 tbsp. water
 Stir in kidney beans and ground cumin; blend flour and water until smooth in a cup; stir into mixture; simmer 1 hour.
 
DWIGHT EISENHOWER CHILI
Ingredients  
2 lb. lean ground beef
1 lg. yellow onion, chopped
1 green bell pepper, chopped
3 cans red beans
1 (64 oz.) can tomato juice
1 lg. can whole tomatoes
2 cloves garlic, minced
1/4 c. dark molasses
Chili powder Salt
 
Brown ground beef in large skillet. Drain and add onion and green pepper; cook until onions are clear. Transfer to a large pot and add remaining ingredients, adding chili powder and salt to taste. Simmer over low heat for 1 1/2 to 2 hours.
 
 EDIT: The recipe that doesn't include beans or cumin in the list of ingredients, but calls for adding them in the cooking directions, came that way. I did not wish to make any changes to these culinary works of art.

The FDA has been given a $3 million dollar Grant to study the ingredients in BO's Chili. A full report will be issued in about 6 years.

Perhaps the new president will issue a pardon to the perpetrator of that recipe.

I'm loving this debate. It would be fun to throw a "Presidential Chili" pop up, and make all the recipes you can glean for a giant crowd of eaters who would then vote.

I organized a chili cook-off at work for a few years in the late 90's. In order to get management buy-in we collected money for samples and invited Second Harvest to be a judge and receive the proceeds. Being the Midwest, there was no no-beans rule and we had a diverse bunch of chilies to try. One year someone made Texas Red as his batch, so of course he won.
 
Our cook-off died away after 3 years when they broke up our department, but at least three cook-offs have begun in the Milwaukee area since then.

I would imagine the chili scene in Milwaukee is pretty stout considering the city is frozen over for a good part of the year. I've entered a few shootouts back in Texas where the game is more akin to a religion, always fun.
