Comissary in Los Angeles

Hi, Guys. I built my food truck, but circumstances have changed and I want to sell it. I want to get Los Angeles health permit, to pass the inspection now, because truck with health permit worth more then without it. The thing is I need to have contract with comissary by the time I come to inspection. Comissaries here cost 1100$ per month and I need to pay for the first and for the last month. $2200 in total. I'm not going to work, so I need comissary only for getting health permit. Are the any options to avoid paying $2200 for nothing. Or may be some of you, guys have "friendly" comissary in LA or the same experience?

In my area, the permits, inspection, license any most any other paperwork is not transferable if you sell. For a commissary around here, many contact churches or elks clubs as most of them have certified kitchens in them that they seldom use. And the place is happy to get the couple hundred bucks extra a month.

You are in Florida. I'm not sure that here in LA I can find comissary for couple hundred)
