INSIGNIA IN CALIFORNIA. ANY EXPERIENCE?

Hey, guys. I'm thinking about building food truck (trailer) by my self. I don't have enough money to order it from professional builders. I am able to do al things DIY, because of my experience in building houses, but there is some tricky thing such as California Department of Housing and Community Development, where I must to obtain INSIGNIA. I have to approve my truck there before Health Dept. There is an HCD 415 APPLICATION where I should write in this form a certified  ENGINEER or contractor, who made all: electricity, plumbing, gas line, etc. Therefore, I have to hire a contractor (or several) who will write his name and number of license in that form. Am I right? 
I suppose that I can do all sorts of work my myself and hire these guys only for checking is everything ok or not. Is it reasonable? How much can it cost for me? Any suggestion?
Or may be you know another way how to save money with it?

Can't help with the bureaucratic BS, but have you looked at buying a used rig.  It would be a better choice than starting from scratch.  I'd start checking places like craigslist, or BBQ forums for used equipment you may find something that will suit your needs to get started with.

Thanks, RodBangkok! But usually they look bad in my price range. I have 25K for this. And I know that I can squize in this price and it will new. But similar used truck, will cost minimum about 35-40k

And is really good at scoring deals on stuff. ( maybe he can impart some wisdom )
 
Remember, you appliances / equipment does not HAVE to be brand new.
You will save thousand$$ by hunting down "gently loved" equipment.

i just talked to my friend with a food truck here in Stockton.. and he said that the building department  sent him a check list and that was it. so the answer is NO. we do not need a professional to check out our trucks.  just got to make sure we have everything on the check list done.

I talked with LA building dept (it can vary) and they sad that I have to come with my food truck and inspector will check all staff. So, we'll see)). I hope!
